News Release: Markland Expands Border Security Logistics Support Role

Company Positions Itself for Future Potential Work to be Awarded Via Department of Homeland Security US-VISIT Program

RIDGEFIELD, Conn., Mar 31, 2004 - Markland Technologies, Inc. (MRKL) (http://www.marklandtech.com), an integrated homeland security company, announced today that its Ergo Systems subsidiary has been providing increased logistics support services under an existent contract for three land border ports of entry; San Ysidro, CA, Otay Mesa, CA and El Paso TX. These new services are provided under the Service Technology Alliance Resources (STARS) program and include; maintenance and logistics support responsibility for hardware and software utilized by the Global Enrollment Center (GES) workstations and all computer equipment associated with the Dedicated Commuter Lanes (DCL) installed at these ports of entry. The company estimates this expanded effort will double the company's revenues from this contract and help position the company for possible future awards to be made under the US-VISIT program.

The U.S. Department of Homeland Security launched the US-VISIT program in January 2004, and will award a significant contract during the third quarter of this year to one of three system integrators. US-VISIT is a new program to enhance the nation's security while facilitating legitimate travel and trade through US borders. New entry screening procedures took effect for most foreign visitors with non-immigrant visas. The system utilizes biometrics, which are physical characteristics unique to each individual, to verify identity. Biometric technologies are the basis of an extensive array of highly secure identification and personal verification solutions.

Congress has mandated that an automated entry-exit program be implemented at the 50 busiest land ports of entry by December 31, 2004, and at all land ports by December 31, 2005. A Request for Proposal (RFP) was issued in November 2003 to engage the private sector to help the US-VISIT program develop the optimum solutions for entry and exit processing. It is estimated that the prime contract award for this work will be made in June 2004. Congress has appropriated $710 million for the first two years of the program. The three systems integrator finalists for this award are CSC, Lockheed, and Accenture.

The company believes it is well positioned to receive some portion of this future work via subcontract awards that it anticipates will occur upon US-VISIT selection of prime contractors, which would occur as early as June 2004.

Markland CEO Robert Tarini stated, "We are pleased to be positioning ourselves to participate in a subcontractor role in the areas of logistics support for future US VISIT activities at land border crossings. These activities will take on a fast and furious pace as the Congress mandates that between contract award date in June 2004 and calendar year end of 2004, fifty new installations of entry/exit control will be installed at the major land ports of entry in the United States. This is an important new potential business opportunity, which could potentially add significant re-occurring revenues for the company."
