Spectrum Announces World Premier Demonstration of `Safe-Borders' Technology

FORT WALTON BEACH, Fla., Mar 17, 2004 - Spectrum Sciences and Software Holdings Corp. (SPSC), focused on homeland security through the provision of full-service, quality solutions to complex and diverse government initiatives, announced today that it will present the inaugural public demonstration of its Safe-Borders next generation technology on March 23, 2004 at FOSE 2004 Government IT trade show in Washington, D.C. Safe-Borders is an innovative concept for border security and control developed by Spectrum. Safe-Borders will provide government and commercial entities with an affordable capability to control, monitor or survey large geographic regions and/or high value assets. The military defines this capability as a Command, Control, Intelligence, Surveillance & Reconnaissance (C2ISR) system. The Safe-Borders C2ISR capability will integrate existing and proven technologies thereby reducing program risk and system life-cycle costs and attendant affordability. At the heart of the Safe-Borders C2ISR system is the Safe-Range software application and the "footprint" technologies developed by Spectrum.

Safe-Range technologies have been in use by the United States and foreign military services for close to 20 years and will provide the software architecture and footprint modeling technologies required for the Safe-Borders C2ISR system. For additional information please see: www.safe-borders.com.
