News Release: Xybernaut and Visual Link Internet Launch Wireless Broadband Service for State/Local Governments and Business Communities

Integrated Solution Creates Regional Networks; Initial Deployments Support Municipal Emergency Management and Economic Development Communities

Xybernaut(R) Corporation (NASDAQ:XYBR) and Visual Link Internet(R) today announced a unique computing and communications network that combines mobile/wearable computing technologies and wireless broadband communications. The Visual Link-Xybernaut service was designed to provide a wireless broadband network that supports state/local governments as well as business communities in cities and municipal regions.

Visual Link and Xybernaut have already begun to deploy the service in municipalities in the mid-Atlantic, Midwestern and Southeastern United States. Initially, the municipal networks will support local emergency management teams -- law enforcement, first responder/emergency and fire &rescue -- then local businesses in each local community will also be given the opportunity to utilize the network.

Initial units of Xybernaut wearable computers integrated with Visual Link wireless broadband are already being used by emergency management teams -- particularly law enforcement agencies -- in Virginia. For example, the City of Winchester, VA has deployed Xybernaut MA V and Atigo computers in police cruisers. The computers provide on-scene capabilities such as support for digital cameras, GPS/navigation, audio/video, e-mail/messaging, database access and remote data gathering, report generation, connectivity to law enforcement knowledge centers and other features. A key feature of the solution is its support for commercial off the shelf (COTS) applications, software and application-independent operating systems (such as Windows and Linux.)

'Our initial intention in developing this service was to provide a unique wireless network for emergency management teams in smaller and mid-sized communities,'stated Mark Bayliss, president and founder of Visual Link. 'As we expanded our work with these local municipalities, we quickly realized an opportunity to develop a high-speed wireless Internet service that extends the range of broadband availability within each market. In addition to the emergency communities, our network is also available to local businesses and economic development authorities in each city.'

The companies have completed an agreement under which both companies'services will be bundled and marketed as the joint service. As a result, Visual Link and Xybernaut will share revenue related to the primary aspects of the service -- wireless network access/connectivity, mobile/wearable computing equipment and electronic commerce transactions generated by business use of the service.

'Visual Link is a recognized leader in community-based wireless broadband and ISP services,'stated Steven A. Newman, president of Xybernaut. 'The public-private aspect of this service makes it a true winner for municipalities of all sizes. The fact that Visual Link wireless networks are already deployed in many of these communities creates strong top-of-mind awareness for this co-branded service.'

EDITORS NOTE: The Visual Links-Xybernaut joint solutions will be demonstrated during the CommCARE event -- currently scheduled for October 18, 2003 in Winchester, VA.
